Govt to Overhaul NIOS: A Strategic Roadmap for 100% School Enrollment by 2030
New Delhi | March 21, 2026 — In a landmark move to eliminate the "dropout" crisis, the Ministry of Education (MoE) has announced a comprehensive strengthening of the National Institute of Open Schooling (NIOS). The initiative aims to achieve a 100% Gross Enrolment Ratio (GER) by 2030, a key mandate of the National Education Policy (NEP) 2020.
Recent data from the Periodic Labour Force Survey (PLFS) 2023-24 highlights the urgency, revealing that nearly 2 crore children aged 14–18 are currently out of the formal school system.
1. Launch of 'NIOS Mitra' Program
To bridge the "last-mile" gap, the government is rolling out the "NIOS Mitra" program. This technology-enabled outreach initiative will deploy trained facilitators at the community level to:
Identify & Counsel: Locate out-of-school children using district-level survey data.
Facilitate Enrollment: Assist families with the digital admission process.
Academic Support: Provide guidance to ensure students don't just enroll, but successfully complete their certifications.
2. Infrastructure: "A Study Centre in Every Block"
The Ministry plans to transform open schooling from a "secondary option" into a core public infrastructure. Key expansion plans include:
Block-Level Presence: Establishing at least one NIOS Study and Examination Centre in every administrative block across India.
School Integration: Designating PM SHRI schools, Kendriya Vidyalayas (KVs), and Navodaya Vidyalayas (JNVs) as official NIOS partner centers.
Panchayat Outreach: Encouraging Government Senior Secondary Schools in every Panchayat to serve as local hubs for open learners.
3. Liberalizing the Framework: The VBSA Bill 2025
The upcoming Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025, is expected to be passed by the end of this Budget Session. This legislation will:
Open New Pathways: Allow non-traditional institutions like Industrial Training Institutes (ITIs) to offer NIOS-aligned open schooling programs.
Standardize Quality: Create a unified regulatory framework to ensure NIOS certifications are globally competitive and recognized at par with traditional boards.
4. AI-Powered "Open AI Schools"
Starting in the 2026–27 session, a pilot project titled "Open AI Schools" will launch. This will provide distance learners with:
