NEW DELHI — In a transformative move for India’s higher education sector, Union Education Minister Dharmendra Pradhan announced today that approximately 19 foreign universities are expected to operationalize campuses within India during the current academic year.
The announcement, made during a high-level educational conclave, underscores the government’s commitment to the National Education Policy (NEP) 2020. This initiative aims to internationalize Indian education, reduce "brain drain," and provide students with globally recognized degrees without the necessity of migrating abroad.
Strategic Focus on Frontier Technologies
Minister Pradhan emphasized that these partnerships are specifically designed to bridge the gap between academic output and industrial requirements. The incoming institutions will offer specialized programs in high-demand sectors, including:
Semiconductors & Deep Tech
Artificial Intelligence (AI) & Machine Learning
Biotechnology & Life Sciences
Sustainable Management & Green Energy
"India is open, ready, and welcoming," the Minister stated, noting that the goal is to move from "dialogue to delivery." He further highlighted that in the era of AI, these collaborations will focus on strengthening human judgment and ethical responsibility through advanced research.
Institutional Landscape & Early Adopters
While the Ministry and the University Grants Commission (UGC) are finalizing the full roster of 19 institutions, several prestigious universities have already crossed key regulatory milestones:
University Country Indian Location Specialization Focus
University of Southampton UK Gurugram (NCR) Data Science, Entrepreneurship
Deakin University Australia GIFT City, Gujarat Cybersecurity, Business Analytics
University of Wollongong Australia GIFT City, Gujarat FinTech, Computing
Queen’s University Belfast UK GIFT City, Gujarat Engineering, Global Health
University of Liverpool UK Bengaluru Management, Applied Sciences
Illinois Institute of Technology USA Mumbai STEM, AI Development
Analyst Note: Many of these institutions are choosing GIFT City, Gujarat, as their primary entry point due to the simplified regulatory framework and tax incentives provided by the International Financial Services Centres Authority (IFSCA).
Bilateral Synergy: Canada and Spain
The announcement coincides with a surge in diplomatic educational ties.
Canada: Coinciding with Prime Minister Mark Carney’s official visit, 13 new academic agreements were launched today, including a McGill University Centre of Excellence in AI.
Spain: As part of the India-Spain Dual Year 2026, Minister Pradhan invited leading Spanish rectors to explore independent campuses, focusing on joint research and faculty mobility.
Economic and Academic Implications
The establishment of these campuses is expected to significantly lower the cost of international education for Indian students—estimated at a 25-40% discount compared to home-campus tuition—while maintaining identical academic standards. This "silent revolution" is a cornerstone of the Viksit Bharat 2047 vision, positioning India as a primary destination for global talent and research.
