Union Budget 2026: Education Gets Record ₹1.39 Lakh Crore Allocation to Fuel 'Viksit Bharat' Roadmap

NEW DELHI, Feb 1, 2026 – In a historic Sunday session, Finance Minister Nirmala Sitharaman presented the Union Budget 2026-27, positioning the education sector as a primary engine for India's transition into a developed nation. With a record allocation of ₹1,39,289 crore—representing an 8.2% increase—the budget introduces a strategic shift from simple enrollment to industry-aligned outcomes.

1. University Townships: Bridging the Education-Industry Gap

The government has proposed the establishment of 5 new University Townships located strategically near major industrial and logistics corridors.

  • The Goal: These "planned academic zones" will co-locate universities, research centers, and residential facilities with industrial clusters.

  • Impact: This model aims to solve the "last-mile skilling" problem, providing students with day-one readiness for the workforce and reducing migration-linked attrition.

2. Strengthening the "Orange Economy" via AVGC Labs

Recognizing the massive potential of the creator economy, the government is investing in the Animation, Visual Effects, Gaming, and Comics (AVGC) sector.

  • Infrastructure: 15,000 secondary schools and 500 colleges will be equipped with specialized Content Creator Labs.

  • Support: The initiative will be spearheaded by the Indian Institute of Creative Technologies (IICT), Mumbai, with a total allocation of ₹250 crore to bridge a projected 2-million-professional skill gap by 2030.

3. Empowering Women in STEM: A Hostel in Every District

In a major push for female education and safety, the Budget proposes capital support to establish at least one girls' hostel in every district of the country.

  • STEM Focus: These hostels will be prioritized for students enrolled in Science, Technology, Engineering, and Math (STEM) fields.

  • Funding: The project will be executed through Viability Gap Funding (VGF) or direct capital support to ensure rapid construction.

4. Expansion of Elite Institutions: NID & NIPER

The budget broadens the reach of India’s top-tier specialized institutes:

  • National Institute of Design (NID): A new NID will be established in Eastern India through a challenge-based selection process.

  • NIPERs: Three new National Institutes of Pharmaceutical Education and Research will be set up to bolster India’s position as a global Biopharma hub.
