Delhi University on Edge: Students Clash with Administration Over 'Caste-Neutral' UGC Equity Regulations 2026

New Delhi, January 28, 2026 — Tensions escalated across New Delhi’s university campuses today as thousands of students defied cold wave conditions to protest against the University Grants Commission's (UGC) newly released Equity Regulations 2026.

The demonstrations, which began as scattered gatherings at Delhi University’s North Campus earlier this week, have now coalesced into a major coordinated strike involving student unions from JNU, Jamia Millia Islamia, and Ambedkar University. The central point of contention lies in the specific language used in the new anti-discrimination guidelines.

The Core Controversy: 'Specific' vs. 'Neutral'

The UGC Equity Regulations 2026 were introduced earlier this month to replace the 2012 guidelines, aiming to "modernize and streamline" grievance redressal mechanisms in higher education institutions (HEIs).

However, protest leaders argue that the new text dilutes protections for marginalized communities.

  • The Change: The previous guidelines explicitly listed "caste" as a distinct category for discrimination complaints, mandating specific SC/ST cells.

  • The New Rule: The 2026 regulations group all forms of harassment under a broader, "caste-neutral" umbrella term of "identity-based discrimination."

Critics argue this generalization effectively erases the unique historical context of caste-based discrimination and allows institutions to bypass the strict requirements of the SC/ST (Prevention of Atrocities) Act.

Voices from the Ground

"By removing the specific terminology, the UGC is making the grievance process invisible," said Anjali Verma, a student leader at the Faculty of Arts, Delhi University. "A 'neutral' cell cannot address a specific systemic bias. We are demanding the immediate restoration of the 'Clause 14' distinct protections."

Banners reading "Neutrality is Erasure" and "Restore the SC/ST Cells" were seen draped across the barricades at Mandi House, where students attempted to march towards the Ministry of Education before being stopped by police.

Government and UGC Stance

The UGC has maintained that the changes are administrative, not ideological. In a press note released yesterday, the Commission stated:

"The UGC Equity Regulations 2026 are designed to be inclusive of all forms of discrimination, ensuring that no student is left behind. The consolidated 'Equal Opportunity Cells' will have the power to handle all grievances with equal rigor, streamlining the process for faster justice."

Officials have also cited the need to align university regulations with the broader National Education Policy (NEP) Phase 3 implementation, which emphasizes integrated campus management.

Impact on Academic Schedule

The protests have started to impact daily operations. Several departments at Delhi University have suspended classes for the day. With the CBSE Board Exams and JEE Main sessions currently underway or approaching, there is growing concern among parents that prolonged agitation could disrupt the wider academic calendar.

What’s Next?

A delegation of student representatives is scheduled to meet with Ministry officials late this evening. If the talks fail, the joint student front has threatened to escalate the agitation to a formidable "Chhatra Sansad" (Student Parliament) outside the UGC headquarters tomorrow.
